'40 A rpm problem

I replaced the carb with a new replacement Zenith years back, it ran good, but had a fast idle. Now I tried to correct it and it is worse. I tried to adjust the governor, according to the svc manual- I still have no idle. What is the proper way to adjust the governor to idle correctly, before I try anything else?
 
You do not adjust the gov for idle. Your input shaft has a lot of slpo and the gov mite need new bearings and above oll set the linkage from the gov to the carb correct. If the gov housing needs a new bushinh you wont have good throttle response either. There is an adjustment for idle speed on the carb. You need the I@T manual as it will tell you how to adjust the linkage.
