400 gas IPTO problem

I have a 400 gas that has the seasonal disconnect under the transmission housing for the IPTO. A couple of years ago I re-connected the disconnect lever so I could use the PTO for hay season. It's looking like this year I wont be using the PTO on the tractor much so I was going to try and disconnect it again. I losend the bolt and tried to tap the lever back to the "off" or "disconnected" position, but didnt have any luck getting it to budge. I tried this with the tractor both running and off, as well as the IPTO enguaged and disengauged but to no avail. Any suggestions? I dont want to break anything since I hear repair of this IPTO system is rather costly. Thanks!
 
It may be that water has collected in the hydraulic oil and settled in the area of the seasonal disconnect lever causing it to rust tight.

Drain the oil and remove the cover. You then will be able to determine whether it is rust or some problem with the disconnect assembly.
