hi guys my question is can i change the rivets that hold the knives on the cutter bar with bolts and nuts. thanks

yes, they make special ones for that use. They use special locking nuts. You may need higher hold downs for them to clear.
 
If you can find a rivet tool that may be a better answer if you want the hold downs to be the right height. The tool will also punch out the old rivets. Somebody may know where to buy the tool. You can also place rivets with a ball peen hammer. You may have to heat the rivets first if you have a problem getting them tight. With a good anvil backing (or a short piece of railroad rail etc.) use the rounded face of the hammer to peen the rivets tight. Don't overdo the peening or the shear face will be too thin.
