Farmall M pto will not disengage

Where do I start trouble shooting at, and what would I have to replace? Any help would be appreciated.

The year of the M is important, Serial number to year conversion to the left under serial numbers.
The most likely is a rusted up coupling. Does the lever on the PTO unit move at all, even a little?
either way, it will probably need to be removed to repair the issue. Parking it down hill (15" or so no the wheel base) will keep oil from running out.
