After running(idle to half throttle) this tractor for good half hour the bottom radiator was still cool. The top radiator hose was hot, but the bottom was cool. Shouldn"t the bottom at least be warm? Thanks.

You would think it would be warm.
Are you running a thermostat.
Sometimes without a thermostat the water leaving the engine is cooler and then even colder before it goes back in the engine.
Another thing is crud in the radiator core letting the water travel down the radiator slower giving it more time to cool.
If the engine is not overheating I wouldn't be to worried about it.
 
Not sure yet on the thermostat. They will be checking soon. I still think the lower radiator hose would be warm if there was no blockage and the water pump was moving coolant.
 
Alot of these older radiator were larger than they really had to be. If you run without a thermostat the radiator can really cool off the water alot since it is not that hot coming from the engine.
I can run an Allis Chalmers C all day without a thermostat in it and the water is luke warm at the top and cold on the bottom.

The purpose of the radiator is to cool the coolant. Your radiator is working just like it is designed to work.
