At least I think it's called. When the throtle is throttled up fast, It starts surging or hunting. If you throtle her up slow, She runs like a champ. I drove up a hill to see if it happens under load, And all went well. I recently freed up the governor that was stuck. I've also adjusted the surge spring on the bottom and it removed a bunch of it but not all. Thanks.
 
If you look in your operators manual, you'll find the procedure to adjust the governor to get rid of that, I don't remember anymore how to do it without the manual, it's been awhile.
 
I adjusted it as per the IH-8 Manual. It took some of the surging, But not all. I adjusted the surge spring on the bottom in so much, That it effects low speed idle. So I backed it off a bit an letter rip.
 
If you take the surge control button out you will more than likely find a broken spring, most any similar size spring will work ok if you can't readily get the correct one.
 
I had a similar problem with my B. A year later I developed a bad knock in the engine and it ended up that the timing gears were missing teeth because the thrust bearing on the governor had let loose all of the little balls of the ball bearing. One of these fell down into the gear teeth and broke several of them out making the knocking noise. It might be a lot of work but I would check this out if nothing else works.
