Super A Govenor weights

My Super A has two idle speeds when using the throttle control, Wide open or idle. I've removed the gov housing and other than being nasty in there, It looks ok. I then removed the magneto gov gear to inspect it for any obvious damage and noticed I cant move the gov weights. How much force does it normally take to make these things move. I did notice rust on the shaft where they touch. Also, The spring lever.....Does the part that is on the block side, Trip or engage anything? Thanks.
 
No the wts should not be rusty and move free. NOW that you have removed the gov assy gear how do you plan on getting it back lined up on the same teeth it was. If you clean up the wt side of the gear you will see two dots on a tooth. That is a timing mark and the cam gear has the same two dots. You will need to turn the engine over till you can see them on the cam gear. Now you can replace the gov gear with those dots aligned on each other. When turning engine over you will see a single dot on the cam gear that one lined up on the crankshaft. Just make sure you find the two dots. You should maybe purchase an I@T manual as it will have a pic of the timing marks as i have described. good luck as your engine will not start until you get the dots aligned.
 
My Super A' throttle it the same way, idle or fast, There is no in between. This tractor sit for 16 yrs and I've just started fixing it. I would like to correct mine also.

I marked the gears before removing the gear, I also marked the position of the rotor in relation to the distributor housing. I have the gear and weight set soaking in PB Blast to free her up. Hope I didn't bung things up removing this thing. Thanks for all y'alls help, I couldn't have gotten this far without it.;)
