Farmall 400 power steering problem

I have a problem with the power steering on my Farmall 400, it only works when I open one of the aux. hyd. valves. I am pretty sure the flow divider valve is not the problem. Does anyone have any ideas what could be wrong?
 
I am not so sure the thing you are not so sure about is not the issue. It gets pressure first.
It supplies pressure to steering first.
It passes remaining pressure down stream.
If there is no capture of pressure at the divider/priority valve, the only way steering could get pressure is to dead head a unused valve, cutting off the return. Jim
 
The reason I said I did not think the problem was with the flow divider valve was because I swapped the valve with one off another Farmall 400. I got the second 400 all put back together yesterday afternoon and started it up and the power steering on it worked just as it should. I assumed that if the valve did not work on the one 400, it would not work on the second 400. Well, I was wrong!! This morning I got the rest of the stuff attached and hooked up on first 400, started it up and the power steering now works as it should!!
