School project Farmall 100 governor problems

We have a farmall 100 that we have brought back to life as part of a High School project in an Ag class at Tillamook High School, Oregon, having troubles with the govenor, when we start it the tractor want to hunt for the rpms it wants t run at, at an idle it does good touch the throttle and it wants to race than slow down, race than slow down, are we missing an adjustment or do we have govenor problems

Probably an adjustment. First off, I assume the carburetor is functioning OK and properly adjusted (idle is good and engine seems to develop good power at high speed). If so, the next thing to check is the adjustment of the linkage between the governor and the carburetor. The linkage has a threaded end at the front. No magic to this, just do it by the book. If this doesn't cure it, you need to adjust the bumper spring on the governor. There should be an acorn nut on the bottom of the governor housing. Remove it to expose a threaded stud with a jam nut. The bumper spring is on the end of the stud. Loosen the lock nut and turn the stud in a little and test the results. Repeat if needed. Only turn the stud in enough to eliminate the surging. Tighten the jam nut and put the acorn nut back on.

If you have not had the governor apart, you should remove the stud completely and check/clean the spring (the spring will come out with it). Sometimes the springs are gummed up, rusty or even broken.

Make sure the throttle linkage going to the carb isnt bent and rubbing against the engine block.
