1586 IH steering pump

My 1586 last summer would have to wind up to around 1500 rpm before the steering would work when it was started. This winter i had it on the snow blower and it would prime up as soon as it started at idle. Now that its getting warm out i have to rev the engine to get steering to prime again. Once it kicks in everything works fine, just acts like its losing prime, just don['t understand why it didnt bother when it was cold out, you would think it would be the other way around. Any ideas whats going on?
