My 560 has power steering it turns great to the right when it turns to the left its like manual steering, whats wrong?

I don't know specifically, but I have seen several threads on this site about this exact problem. You should be able to find them using the search feature of the modern view with a simple search for "560 steering."

I've got exactly the same problem except mine has power to the left and nothing to the right. I've spent about $600 on mechanics already and they haven't figured it out. My guess it one of the hydrolic lines is plugged and oil doesn't flow that direction but I've been told that it's a major operation to work on so I took the loader off and put it on a different tractor and the 560 is just a rake tractor now. Too bad cause everything else works pretty good.

You need to determine if the control valve is shifting in both directions and far enough to direct the fluid each way. To start with, make sure the splined coupled universal joint is free to slide back and forth or allow entire shaft to move back and forth. The input splined shaft has to move in turning one direction and out turning the other, this moves the mechanism internally to toggle the spool in valve back and forth. It is common for the nut to come loose inside or set screw holding recirclating ball mechanism into piston. You can test for leaking cyl piston rings by unhooking the two lines going into bolster and pressurzing them with air, wheels off ground, air should turn wheels. This will tell you if fluid is just going on past inside. Take end cap off steering valve under unit and see if spool moves both directions. Yes, you may have to tear it all down to repair but be sure it is not just simply the external linkage like maybe someone didn't get the steering shaft positioned properly where the two shafts are keyed together by the starter. I have seen this happen several times.
