If its staying in the low side T/A with handle moved both ways, there's a problem with the T/A clutch. Its not engaging or holding. Unless the linkage is realy messed up and not letting the t/a release bearing back off from the t/a clutch fingers, slim chance in my opinion, you are needing a split behind the engine and top cover removed from T/A housing to remove other parts and the clutch. If oil is leaking into the T/A clutch compartment another split at rear of T/A housing could be needed.
