looking at buying a 1965 with 282 motor theres a lot of smoke coming out of blowby outlet and oil accumulation on the front end supports below the outlet. does that mean it's using oil or is this normal. the owner says it does not use oil the tractor runs well

Starting a 706 diesel with 282 is not for the impatient man who cannot follow a specific procedure. You need to hold the glow plugs for a min of 30 seconds, and continue holding them when you start it. Spraying fuel on a glow plug cools them off real fast so just keep them on after it starts for a few seconds depending on temp etc until it is running clear. May be able to let go almost immediately or may have to stay on them a while. Another trick, don't let go of them and then get back on them after it has run long enough for normal voltage of system to build as the glow plugs DO NOT take well to high voltage. I just shut them off and start over, easier on engine and glow plugs. Can't change the design of any particlar engine and system it operates under but you can accomadate it. Oh, lot of blow by, it probably will start hard if it is exessive.

All engines have blow by, diesels have more than gas . I can't see it from here so don't know if it is excessive or not. It comes from combustion pressures leaking past the piston rings. There are methods of checking the crankcase pressure with a water manometer and orfice tools. If it starts well, doesn't use excessive oil, it is just something you have to explain to every one who see it. Sometimes when you have anti freeze contaminating crankcase they will steam out of breather looking like excessive blow by, when actually it is evaporating the moisture. That would be something to worry about and find the problem.

How/what has the tractor been used for lately? This is an old "plow" tractor manufactured to run long hours at operating temp. If they have been using it as an "errand" tractor it is probably full of moisture and other "crud". Check/change the oil in it, pressure wash the engine, and field work it for a couple of hours before you decide to buy it. If the owner will not let you do this then he has something to hide.
