Flat washer in sediment bowl.

The offset body of the sediment bowl on my 300U hits the power steering housing which makes it impossible to remove. I am going to have to raise the gas tank to get the bowl off which is not easy. I'd like to have a chat with the person that engineered that. But then again, the gas cap has always rubbed on the cowling on that tractor so maybe someone installed the gas tank to low.

Question: When I remove the glass bowl there was a flat fender washer laying in the bottom of the bowl. I have cleaned and repaired many sediment bowls and never found a washer in any of them. Anyone know the reason for a flat washer being in the glass bowl.

perhaps for the same reason I "hid" some fireplace brick in a wall before sheetrocking - it was funny at the time knowing someday someone would ask why put this here?
 
While flying F4's in the Navy, I was doing the paperwork following the mission. I wrote "the stick just doesn't feel right in the fore and aft movement".
Upon inspection of the controls area in the vertical fin (tail) they found a piece of 2x4 about two feet long.
