IH Torque Amplifier trouble

Hi All,
I am looking at a IH 2+2 3788 to buy.
It was a great working tractor with many updates when the T/A quit working. The present owner stated " I was fall plowing with it and the t/a quit shifting it is stuck in low and it started making a clunking sound from the t/a housing." He tells me that in makes noise all the time.
My question is : Is it the t/a for sure?
I'd like to buy it if that's what is wrong..
 
Stuck in low, does this mean lever doesn't move, or mean lever moves and valve doesn't move, or lever and valve both move but still drives in low. These are some things you will need to determine. It may have blown the direct drive clutch causing low only and also the noise. I would say you should be able to determine if noise is limited to ta by shifting speed trans into a neutral position. There is actually no detented neutral but you can find it between gears so as only ta and counter shaft are turning when clutch is engaged and there fore the problem would be limited to that section of power train.
