504 PTO staying on at start up then stops after warm up.

Can somebody give me the fix on the following please. Problem is PTO is on at start, then after tractor warms up it stops turning...refresh my memory on the design of the custom tool to be used to get in PTO top hole, and what I'm a going to be adjusting on inside there...and any specifics. Also previous owner has the engagement mechanism very hard to pull back to engage the PTO. Thanks, David
 
The tool is a flat bar with a couple of curves in it. It is used to release the lock pin for the over center clutch adjustment.

The adjustment is for the clutch, not the brake. If the clutch does not slip and is fairly hard to engage, most likely the adjustment is OK. The brake is spring applied. If the brake lining is not worn out a common problem is the snap ring off the front end of the shaft.
 
Clutch not slipping and it takes some leg muscle to engage clutch. How hard is it to fix the snap ring at the front end of the shaft? I may just leave like it is if it"s a pain. Also i think the previous owners had the PTO engagement adjustment maxed out as it takes a little more muscle to get it in the PTO engagement notch. How hard should have to pull back on PTO engagement on a 1966 504 if it was in good shape? Seems like a lot of force on mine. Thanks,

You may be able to adjust the linkage to the IPTO (I assume it's IPTO) and put more tension on the brake. I adjusted mine about 2-3 turns of the clevis and it stopped the IPTO from spinning while not attached to a load. Good luck.
