i have the behlen power steering on my 450. the behlen motor only works when i open another valve. what is the cause of this? my hyd pump dose have 1300 psi thanks
 
Your having flow divider valve issues. The best way to fix it is to drive a Ford power steering pump off the front belt drive and plumb it to the motor. You can hid them up under the hood and you wont be able to see it. That way you can keep the original look of the tractor if that is a concern. I have 2 450s and a 400 and it works great. I used Ford PS pumps off of cars from the early 70s.
After that you can steer them with one finger.
That flow divider valve is not one of IHs better ideas. I am not actuall sure how to fix the flow divider valve per say. I hope this helps.
 
If you feel lucky you could take the flow divider spool out and look it over. They wear on the lands and of course may also wear inside the bore. I have had good success with just replacing the spool years ago however these machines are getting pretty old so may not be that lucky. It is still available seperatly, however a parts man who is not familiar with it may claim it isn't. You just have to take the outside plug out behind snap ring right above where the power steering pressure line comes out of flow divider.
