706D clutch housing shift cam assy.

Greetings,
I am in the process of replacing the speed shift cam with new rivits and when matching up the new cam with the old, it appears that either the new plate had the counter sink holes drilled on the wrong side or someone manufactured the existing plate and put it on backwards. Trying to figure out which one.I have attached pictures. I have been having problems engaging gears which led me here, I'm thinking someone may have previously made this repair error. any ideas?

I fought unsussesful repairs for years.I finally changed it to '56 series shifters, problems solved,wished I had it years earlier.all parts required were under $500(used)I have since converted 3 other '06 tractors
 
Looks like it"s drilled on the wrong side to me. You can probably turn it over and countersink the holes on the other side. If it were mine I would return it.
