424 ih throttle and gov. adjustment

can anyone help me with the proper procedure to adjust the linkage and gov. my 424 is a gas burner with mech. gov. at full throttle the engine runs right at the pto mark on the tach and the lever is in the proper position on the dash (full back) when i let go of the lever it will move back up to about 1/2 throttlethe friction disc is in good shape and i even shimmed the spring on the lever with a flat washer any help?
 
My 424 is a diesel and the throttle slips back (forward) as well.

Must be a poor design as top the friction setup.

I need to take a close look under the dash and see what can be done.

bob i found out that there was a spring missing on my 424 and when i replaced it everything is fine.look down at the bottom of the shaft and see if yours has a half circle piece that is connected to the shaft it is suppose to have a spring attached to it and runs to the left and attaches to a small bracket that is bolted to the support frame
