1206 pto problem

I got a 1206 that I rebuilt the pto unit. Put all new seals from front to back of unit. New clutch. Oil pump looked good. The pto clutch smoked out before all this. Anyways I cant get over 30 lbs oil pressure. Cant even adjust it. I rechecked the piston seals and were good. I even replaced them again. Could something in the valve be bad. I took off the big nut and pulled up on valve and has down pull on the spring. Id be thankful for any ideas. Joe
 
Did you check or replace the teflon seal rings and o-ring on clutch drum and shaft. I always use air pressure when assembling pto before I put the pump assembly on. Air should activate the clutch piston when applied into port that pump supplies oil too,with you pulling on the valve by hand. If not, no need to assemble any farther until you find where leak is. It will not seal 100% but should move the piston with air pressure.
