h idle problems

i had the valves done on a 43 h and rebuilt the carb with needle and seat.. i got it running but i can't get it to idle i think it's the governor rod i think i have it in the slot in carb, but it won't idle i don't think it's the carb adjustment. what am i doing wrong thanks jim
 
does it stall when you idle it or just cant get it to go low enough? There is a screw on the carb right where the throttle shaft goes into the carb turn that screw out a turn that may solve it. If not youll have to remove the governor side cover and adjust the low idle in there. Check the external setting on the carb first though.

i will check that,, when i got the tractor it was not running i'm not sure i have the throttle shaft into the carb right can i take the screws out at the front end and position it once i get carb back on? i have a hard time getting the square end of throttle shaft into carb right .. thanks
