Farmall M governor/throttle shaft issues

Hi All,
My brothers M governor/throttle shaft seems to pull itself out of the carb when running. Why would there be so much movement back and forth. I"ve taken it apart and can"t seem to find anything wrong. When you put everything back in place, everythings seems tight, you start it up and there it goes. I kind of thought the little extension that goes to the carb might have been broken but I looked at another one and it matched. Has anyone else ran into this?

Charles the throttle shaft has a bigger diameter section down inside the throttle tube that keeps it from going forward to far. Wonder if the shaft and tube are mismatched or made wrong, can't hardly believe they would wear that much.
