In the post below maybe you can make out the starting instructions in this 1940 operators manual that shows the bowl in the small tank. Also the early operators books have a parts section. Unlike the later parts books that list different parts after changes are made. Early ones only list one # bowl, one # shut off valve in the big tank, one # each for 2 fuel lines and one each tank #.
If you happen to have a Farmall model H photo archive book on page 104 is a picture of a early H with fuel bowl under small tank. Page 12 has a better picture, but I think its a preproduction tractor. Same pictures could probably be found at the Wisconsin historical site.
 
I posted on your other post. I asked how in the world the dist/kero ever got filtered.
Like you said in this post, it was probably preproduction. I would guess nothing rolled off the line like that.
 
I have a very early M and on the main tank is a shut off valve only it has a line comeing out of it going to a sediment bowl on the little tank. There is anther line comeing out of that sediment bowl and it runs through 2 holes in the gas tank mount then makes a turn to run to the carb.
 
it got filter by the sediment bowl on the small tank. It had an IN port and there is were the fuel from the main tank got filtered. The fuel from the small tank also ran through there. Both tanks used the out port and the line ran through the main tank bracket then headed to the carb.

I can back you up also. I have an early M S/N 11xxx that my grandfather bought new and has been on this farm since new. We never used anything but gas but I can remember when we took the starting tank off. The lines ran as described, from a shutoff under the main tank to the sediment bowl under the gas tank and through the front fuel tank support to the carb. The threaded outlet on the gas tank is 3/8 pipe thread and the threaded outlet on the main tank is 1/4 pipe thread. I can remember Dad taking the sediment bowl to a machine shop to have the inlet rethreaded so it would fit the main tank outlet. The sediment bowl has a plug in one opening and IIRC it was marked "IN" and the one to the carb was marked "OUT". I also have the ORIGINAL owners manual and the parts section shows this as the only setup. Don't know about others or an H but this one came from the factory with the sediment bowl under the starting tank.

:) I never should have doubted him. I figured he was just looking at some crazy, preproduction thing in a manual. Not so. I sucks, in 28 years that is the first time I have ever been wrong! Maybe I was just mistaken ;)
