Super C mounted C-12-D harrow plow

The owners manual calls for a "3/4 conical-head" cap screw. The plow came with 3/4 bolts. The problem is my tractor has 5/8 holes. I have 5/8 conical bolts but the mount is also sized for the larger bolts and the 5/8 bolts will fit loose. I am planing on tapping the hole to 3/4. Does this sound like the correct approach?

Also now that I have an owners manual I find out I am missing the the front steering arm. It looks simple enough to make. Does anyone know where I could get one OR have one they can make a quick template for me?

What I see is the front cultivators, not a plow. The bolt you have circled is holding the mounting yoke for the rear mounted plow. I don't know what kind of impliment would be hooked to the front steering like your book shows.
 
You are correct there are cultivators in the photo. The guy I bought the plow from said he left the front cultivators on and that they did not get in the way of the plow. The photo is of his tractor.
What I was asking for was advice or options on the difference in the bolt sizes for the mounting yoke.
The plow has a steering arm that hooks to the front.

If you enlarge the holes and ever need to put another implement on (I have no idea what implement), the holes will be too large. I would have busings made for the holes on the mounting brackets. Since you are pulling from 4 holes, it should be ok, just keep them tight. I broke a bolt on an H with a similar setup, it had a 3 disk plow, not a harrow on it. The steering bracket has little load on it, so it should be no problem. You could probably have one made. Originals are likely hard to come by. This is only my opinion, No idea why IH would say put 3/4 bolts in 5/8 holes.

That would be fantastic. I am easy, I'll buy it if it is for sale, and be thrilled if I could obtain a template/tracing.
Either would be great..I am not in any hurry.
