Int 656 Gas govenor sticking?

Trusty old 656 gas doesn't get used much all summer. This fall started it and it didn't want to rev up much past an idle. Tinkered with linkage-all seems stiff and the govenor isn't opening up. Easy fix or ???

The linkage goes thru a horizontal "pivot" stand down under the fuel tank.

This pivot is rusted up and won't allow the linkage to move thru it's travel past that point.

A couple shots of penetrating oil and a pair of waterpump pliers will get it loosened up.
