H parts tractor

I'm planning to go look at an H parts tractor on Wednesday. A tree fell on it and damaged the radiator, grill, hood, steering shaft and muffler at least. The engine is stuck. It has rear tires that look fair in the photo and I would like to put them on my H. It also has wheel weights that I could use. I don't know much more about it, but from the pictures it looks to have a belly pump and the carb, maybe the governor, the tank looks okay and the front pedestal and wheels are okay. The guy wants $650 for it, but I am thinking of offering $350-400 depending what it looks like in person. Does that seem like it would be an insulting offer? I've not bought parts machines before, so I'm a little unsure what to offer. I'm hoping to use the parts I want and sell the other parts for what they'd fetch to cover the purchase price. Thanks very much for any advice.

I agree with Andrew. At best, with that kind of condition, the guy can only expect people to want to pay scrap price. As far as insulting him if you are truly interested and make an earnest offer there is no reason for him to be offended. If he gets offended, it is his own problem and when selling someting you have to be ready for somebody to try to low-ball you.
 
Thank you all very much. I'll offer the low price and see what happens. It's not a rare machine at all, so I'm sure there'll be other ones to look at as time goes by. I'm amazed by how fast people respond on this site. Thanks again.

I bought a good running H with a M&W 9 speed in it for $650 a couple years ago. The 300 you plan to offer sounds fair to me.
 
Shoot why not come down here to me and I'll sell you one that runs for $650 and if you have a big enough trailer I'll sell you one that is parts for $350 and well let keep going 2 others one for $900 and one for $750 3 out of the 4 run and this is the funny thing ALL of them are 1940 tractors
 
Old, I'd love to come but you're a long way from here. Did you buy all the same year on purpose or is it one of those spooky coincidences?

It was just of those things that happen. 3 of the 4 of them came from different places but by serial number they are all 1940 models. But it doesn't stop there. I have 4 Allis Cs and all 4 of them are 1946 models and they all came from different places and probably picked up 2 or 3 years apart from each other. Just one of those funny things that happen
 
That sure is strange, but it sounds like a good thing. A former employer of mine used to say 'Don't argue with success'.

still a ton of h"s out there , 650.00 is way to much. I bought a 1942 that ran good but smoked in Ohio for 500.00. I think 300.00 to 400.00 would be more than fair.
