The round felt retainer looking piece. (made of felt material). Sorry I really don't know what it is. Where does it go? Any comments are appreciated.

would be nice to have an explanation of what you are working on, and size of the thing. guessing maybe on the end of the governor housing tube.
 
Sounds like the breather/fuel dump strainer located on the bottom of the carb next to the main fule jet screw. The small round porous element is usually held in by a metal instert with hole. Hope this helps.
 
ya,but thats not felt. a person gets funny descriptions here all the time and you rack your brain deciding what is meant.
 
There is also a felt seal for the choke shaft that rarely is noticed. It is captured by a thin brass retainer in the bowl casting. If your felt piece has a hole in it, that's where it goes. A picture would help a lot, but I don't have one.

Yes, that is where that little round piece of felt goes. I usually just throw it in the spare parts bin, but if the choke shaft seal is really bad, then I cut off a small piece of that felt and work it into the original brass ringed seal.
