IH 584 fuel tank - Pitted Side panels

I am replacing the clutch on a 584 and have decided to repaint while I"ve got most of the sheet metal off. When I pulled the fenders I found that the side panels of the fuel tank are rather pitted from where trash and water have set between the tank and fenders. It appears that the end plates were welded into the tank. Can they be cut and replaced? Does anyone have any experience repairing these tanks or does everyone just replace the whole tank? Any suggestions on the best way to repair this issue would be greatly appreciated. Thanks.

Our tank on our much newer 495 actually leaked between the fender and fuel tank, we just had a welding shop weld patches around the weak spots, no leaks now and since the ends were recessed slightly the fenders/tank still fit together correctly.
