Holes in the manifold

Removed the manifold on the IH340U today. While looking it over for cracks, noticed there are two drilled holes, about 1/8" diameter, on the bottom of the manifold, under the #2 and #3 ports. Are this intended to be for drainage or some other reason? The holes are directly under the vertical exhaust pipe.
 
If they are drilled in the exhaust manifold they may be for drainage in case the raincap is missing or to let condensation escape so the cylinders wont fill with water in storage.
 
Could be, but if they were rust holes, I have had good luck patching those with Mighty Putty. Yes, that stuff that Billy Mays used to sell.
