Rebuilt carb replaced points and condenser new battery, double checked one wire altenator, ok, try to start it will crank over but not fire up also when I choke it gas pours out the bottom of carberator. Any suggestions?

I am sure there are a lot of answers but I did not hear you say you had spark at the plugs AND I would also ask if the tractor is warm or outside in cold weather...that can make a difference too.
 
Any letter series tractor will leak gas if choked excessively. They simply do not need much choke. Once you see gas come out they generally won't start until you wait a while. But, make sure the float is not hanging up inside the carb. That will make it much worse. Make sure you have spark.
 
I do have spark, but mainly concerned about gas pouring out of the bottom of carb after the rebuild it is a CARTER UT and I have checked the plugs and they are dry.
 
YOu may have something else going on, but CNKS's advice is good. The 113/123 motors like yours won't take much more than a turn or two fully choked, and not too many more at half choke before they start dripping.

Try giving her two or three turns at full choke and then open it up before cranking any more. If that doesn' tdo it, you might try a few more turns at half choke before o-peing itup again, before you start looking for something else.

You have pulled out the ignition switch to the RUN position, right?
 
Does the gas continue to leak out of the carb? What do you do to stop the gas from pouring out?

Hi Scotty! Not trying to be a smarta$$, and just cause I don't want to run out and try to test this in the dark and the cold but....would he have spark if the switch was off? I know the starter will spin but spark?
 
Like they said above anything above freezing I have never needed choke. Anything over 2 cranks on even half choke and gas pores out the weep hole on the bottom of my 200.
 
Keep your slippers on. no need to bundle up. ;8^)

Shouldn't have spark with the switch off, but it does sound like he opened the valve on the sediment bowl. Just tossin' out ideas to cover things I learned the hard way.
