M Has Spark and Gas but won't start?

I've been having fits with my Super M the last few months with similar symptoms. I finally traced it to the fact that my float was sticking in the carb. I'm not sure where you checked to verify gas but I'm guessing if you look at the plugs they might be dry and hence no gas to the cylinders. Something to look at I guess.
 
start at the tank and work your way to carb. check for good steady stream of gas at carb with line disconnected. check filter at carb where line screws into, next is carb o/h.
 
If the tractor has been sitting for a while, you might be best off to go ahead and pull the carb off and rebuild it. If you do not think you can do this yourself, it is not very expensive to have someone else do it. If you are getting a good flow of fuel before the carb and good spark when cranking (at the spark plug) and no one has messed with the timing, then chances are your carb just need a good cleaning or rebuild.
 
If tractor has been sitting for sometime, you might try taking out each spark plug and squirting a little WD45 in each cylinder. replace spark plugs and start it up. (hopefully)
 
I took apart the carb, I have found that the needle is sticking up, could this be my problem? and if it is how do I keep it from sticking?
I recently got a new carb kit which it came with a new float, needle and ect.

You could be cleaning the cylinder walls of their oil, by dumping gas in it. Thus lowering the compression. Take the plugs out and do a compression check dry and then with a squirt of oil in each one. Then if everything checks out try to start it. I have had this happen a few times when trying when my 200 was sticking float open/closed. Used starting fluid or gas and it wiped the cylinders. A squirt of oil in each one and it fired right up.
