Whats hole under gages panel on a 140 for?

While working on my Farmall 140 I had to take the steering column base off which is also the same panel used to house the key switch etc. There is a factory made hole in the cast iron under this panel. I took a flashlight and could look right down inside the tractor. Looks like a great place for water to get into if the tractor was left in the rain.

Whats the hole for? Was it covered with something at one time? Do all 140"s have this hole?

Not sure if it was ever covered, but there should be nothing in the housing but the torque shaft from the clutch to the transmission.
