Question about engine sleeves

Everyone,
The boys started with engine overhaul. This tractor ran great, tons of power, but burned oils. So, we pulled the head thinking it would be values or rings. Opened it up and it has a IH Power CRater kit in it, rear two cylinders were very clean, Fron one had oil sitting on the piston, and second one looks like it has had oil being burnt. Anyway, I the sleeves, seem lose in the block, as we turned the engine over without head on the sleeves in 3 of the 4 cylinders pushed right out. The #1 cylinder seemed to have a ton of oil in between the sleeve and the cylinder block. Could it be possible to have oil being pushed up into the combustion chamber in between the block and sleeve? What should we do if the sleeves are not tight?

We have worked on H"s Before and never had sleeves just come out unless the engine was locked up and then sometimes the sleeves would come out with the pistons. I have never had dry sleeves come out just by pulling on them wiht my hands.

So, Should we have the blocked bored and put in over sized (OD) Sleeves? or just try to put new sleeves & Pistons in and hope it fits properly, or last option, hone the block and slid in old sleeve, rering the pistons and try it? Sleeves and pistion look great, just come out easy.

loose sleeves in the block isnt a good thing. i'd take the block to the machine shop and see what they can do. possibly bore the block and go maybe with sleeves from a super h or 300, i dont have my books here to see if the od on the sleeves are bigger, but i am kinda thinking they are. as loose as they sound, i doubt if you can get away with something like the loctite product for sleeves.
 
Here are the sleeve Outside Diameter (OD) specs for you and the NAPA part numbers for reference. My book did not have specs for standard Super H size.

H:
3 3/8 (#226-4134) OD = 3.5628" (Standard)
3 7/16 (#226-4402) OD = 3.5625" (OverBore)

Super H:
3 9/16 (#226-4267) OD = 3.687" (OverBore)

300:
3 5/8 (#226-4268) OD = 3.749" (Standard)

this engine has what they call slip fit sleeves so they may lift out when the engine is turned over unless there sloppy side to side i wouldn't worry about it , when i rebuilt mine the new sleeve slid right in ,the head holds them down , so as long as the counter bore is good ( lip in block) they should be just fine - sounds like you have a ring or worn cyl. problem though
 
The sleeves need to be tight. Someone probly honed the block the last time it was overhauled and caused the problem. There are two options to fix it. First you could throughly clean the sleeve and block, then coat with bearing locker and install sleeve. This should work good. The other way is to bore the block out for a Super H. If you do this you will have to use flat head pistons or the dome top will hit the head. We used firecrater pistons when we did ths a wound up having to hunt a Super H head because the pistons hit the head. A 300 or 350 head will work also. Now that I think of it there is a third option, find oversized pistons that will fit the block without sleeves.
 
If those loose sleeves happen to be pulled down by the pistons you may do serious damage to the block. You probably need to pull that engine and have a good auto machine shop to look at your block and use glennster's suggestion. Hal
 
Another thing that can be done is to have the block bored then fit an insert sleeve in then fit it to the original H sleeve then install the sleeve. I had one on an 806 diesel that way over 20years ago and is still there. The tractor has been used for everything from plowing to putter work.
