Question on M brake covers

Took off brake cover to replace bands. Cleaned out rust on inside. Should I lightly coat inside with a rust encapsulator, or leave as is? Answers appreciated.
 
The covers of my H were in the same shape. They were bead blasted, epoxy primed and painted. The same was done for the cast iron case behind them. A trail of condensate rust is more unsightly than an oil leak. East Texas this time of year is either cold or warm and wet with little time between extremes. It has even been foggy in my shop when conditions are right.
 
Remove the rust and use 2-part epoxy primer. It is water proof and does not need to be topcoated. Or, topcoat if you wish.
 
Thanks. I'll take your advice,but it will have to wait awhile, as it's far too cold to paint anything right now. I have no insulation in my barn and the tractors sitting in it actually make it colder than it is outside.
 
HERe in NY it's too cold to do much of anything right now. Guess I'll have to wait for warmer weather. I'm hoping to get a lot of the metal prep and mechanical stuff done now, so when the weather is right, I can paint the whole tractor.
