300U IPTO Howl

I checked the archives and looked at the IHC Parts Pictorial.
Tractor is a 1956 300U and does not have a seasonal disconnect.
Clutch, Transmission, TA and IPTO are all adjusted properly and run fine.
The PTO does not slip, engine will bog down rather than slip.
There is no noise when the PTO is running.
I leave the PTO running all the time because when it is turned off it makes a very loud howling noise from beneath the seat area.
I wish I had a seasonal disconnect but I don’t.
Which is hurting the IPTO more, letting it run constantly or the howling with it shut off?

Different tractor, similar issue.

460U, IPTO runs constantly. If I disengage it the engine bogs down as if under large load.

I just run it constantly turning although I try to be extra careful as it is a safety issue....I don't think it hurts anything at all (just a shaft turning in ball bearings). In your case the lever position with all the noise would seem to be much worse.

I believe the problem with my tractor is that one or more bands inside the trans are mis adjusted or shot. I have attempted no adjustments at this point.

There have been some good discussion on adjusting IPTO bands.
Here is a link to one of them.
It's really pretty easy but you have to follow the directions.
I found that the most important thing in the adjustment procedure is to take all slop out of the linkage or much as possible using washers, spacers, bushings or whatever and tighten mounting bolts and nuts.

I have a 300u and the PTO does the same howl when the shaft is stopped. I have adjusted it a few times, but no change in the howl. I use the PTO to run a 7' pull behind snowthrower, so I must stop it when not throwing snow. The snow thrower is also the rason for adjusting, when it starts slipping.
 
Those PTOs have planetary gears in them. The gears are turning whether it is in the engaged position or the released position. Some of the gears are turning faster while in the released position than in the engaged position so the noise is less with the PTO engaged. The use of a seasonal disconnect is the only way to keep the gears unit from turning inside the PTO.
