23A is for a regular Cub hitch, 38A is for Fasthitch only. Aside from that I think they are the same.

The 28A is a pull behind 4 gang and the 38A is a 2 gang lift disk that can be used on a standard or lo boy depending on the mount. I hope this helps

Better how? What do you consider better?

The 28A is a 4-gang (two rows of two gangs each, arranged in an X) which means you can't easily transport it and it pulls harder in the field. It will get the job done quicker, though.

The 38A is a 2-gang (one row of two gangs, arranged in a V) and is designed to be lifted. This means you can move it around easily, but you need to make at least twice as many passes over the field to get the same effect.
 
Now that people are totally confused, there are 3 basic models of disk harrows for the Cub:

23-A is a tandem (4-gang) pull-behind. It is nominal 4-foot (16 disks total). It generally does the best work of the three, but since it is not a lift disk, it is least maneuverable and requires the most headland. Options were notched disks, center tooth and power deangling. It could be used with any small tractor.

Cub-28-A was a single cut lift disk. 4 or 5 foot (8 or 10 disks). Notched disk option. It was designed for use only with a Cub with the standard drawbar.

Cub-L38 was a single cut lift disk. The model number prefix had some variations depending on the version and when it was made. 4 or 5 foot (8 or 10 disks). Notched disk option. Most of these came with a one-point Fast-Hitch prong. The Fast-Hitch for the Farmall and the Lo-Boy are different. They also had hitch equipment for the Farmall with a standard drawbar. Unlike the 28-A, the standard drawbar hitch allows the harrow to roll side-to-side. If your field is uneven, this is an an advantage over the 28-A.

There were 28 and 38 models for the Super A to 140 tractors. They were 5 or 6 foot models and the hitches were different from the Cub hitches. When buying any of these harrows, be sure you get one that matches your tractor.
