International 1066 Steering Problems

A man in Mexico is selling me a 1066 International Tractor, the price is good and tractor is complete. He informed me that the tractor has steering problems. He claims that they have installed several times the kit on the steering pump but it continues to leak. Claims that several mechanics have tried to fix it but to no avail. Where can I start diagnosing the problem. Any information in this matter would truly be appreciated. Thank You

Yes the lower hand pump sleeve/seal can be a problem. There are two sleeves that are pretty close in width, be sure you have the right one. It must protrude enough beyond the steel sleeve to squash when installing the flat cap. Be sure everything is aligned and turn the shaft as you torque the capscrews. I use a vice very carefully with that end up. Replaced two over the years that I just could"nt get to seal. I found one after market for a 1466 about five years ago but can"t remember where.
 
Some hand pumps have an external plug on the outside fo the mian houseing,have had these leak.
Easy to reseal. Run the tractor and see for sure where the leak is coming from.
 
I don't know the amount of protrusion one minimnally needs for a good seal on these hand pumps, however, After I had one leak for me, and doing some double checking on the two different sleeves available, I concluded it was just not compressing enough so I found a nice fitting o-ring, put that in first, then the sleeve and it sealed for many years. I think the specs just got mixed up somewhere along the line on the proper length and I don't know if it was ever corrected. After Case and IH combined, there was very little recourse to get an improper fitting part corrected.
