A belt pulley lever seems stuck

If it does not move any, not even a tiny bit, the shaft is rusted in place. Heating the shaft at the lever. then cooling, then using penetrating juice, then heating and working on the lever will eventually free it up. If it does move some, it might need to be taken apart to free up an internal component.
 
My brother farmallhfan thought we could take the belt pully off and get to the problem but when we took the 4 screws out of the belt pulley it will not come off. I can't find in the service manual the proceedure can someone help thanks.
 
If the bolts are out, there shouldn't be anything holding it except paint, gunk and the possibility of somebody having used some cement on the gasket. A few smart but judicious blows with a soft deadblow hammer ought to break it free.
 
Bolts are out and it has about 1/2 inche between the two peices. Is it connected to the lever in any way? It moves when we pry on it. We are wandering if it maybe all bound up and the reason the lever will not move.
