I agree about it being valve guides and they do not alway have to be worn.
I have a 4.3L Chevy that I bought new in 1987 and it has smoked at starting since new.

Is it diesel or gas and how many hours? I am curious because my Ford diesel tractor does it at 2300 hours and does not use any oil.
 
probably bad injector.you would never see the little amount of oil it burns to make it smoke blue from worn guides. like in a vehicle you would see a puff of smoke only when you rev. it up. if its smoking that bad then the whole engine is worn out.once your injectors get worn and engine not running at operating temp it will smoke blue.
