My "45 M runs like a top, but the idle speed does not quickly lower in response to moving the throttle handle down. In other words, when I move the throttle speed lever down all the way, it will drop speed, but not as slow as it should. When I put on a little load, or let out the clutch, it will drop down where it should. Just standing idling, it will come up a little too high on its own. I don"t think it is a carb adjustment problem - probably in the governor, but any help/suggestions would be appreciated. It has a full range of speeds, and runs fine, but is not as responsive to the throttle control as I think it should be.
