govern adjustment on my 400

I will set the throttle in about the sixth notch. When the ground speed slows down, I will advance the throttle two more to get it back to the previous speed and then it will be a little to fast and so I need to reduce it again. Is this an adjustment issue or do I have worn components that need to be replaced? The governor on my parts tractor works excellently, and I could swap them if parts needed replacing.

Also, I have another 400 that runs so smooth that it is a joy to listen to. What makes one run so much smoother than the other? Is it a better balanced crankshaft?

Sometimes taking the governor and throttle shaft apart and giving it a good cleaning will fix that. If worn parts are found they may need replaced. Probable causes, needle bearings in rockshaft dirty or bad. Weights or holes worn, slop in linkage pin holes, throttle shaft from governor housing to carburetor binding or worn parts.
Some aftermarket piston kits and some IH ones changed the smoothness of engines. After they changed the connecting rods and piston pin size during 400 production it made the engines a little smoother. If comparing before and after serial # break tractors that could be why or just one tuned better than the other. Is the smother one a 56 model?
 
I would have to check the #. I know the one I intend to keep is a 56 model. That is the one I which ran as smooth as the other one.
 
The crank is not ballanced, it relies on the two up when two are down idea. it is self ballanced end to end, and dynamically but not with the other parts. As long as the other parts (pistons and rods) are identical to one another (within 4 or 5 grams) it will be as ballanced as possible. JimN
