getting the Dzus fastners out of thee hood

A 40 A that I am helping a guy with has Dzus fastners in the hood and the springs are all broken off behind them as well they do not match the holes in gas tank or radiator. He wants to replace them with stainless steel screws. How can we get them out of the hood without destroying them or the hood? Once we get them out he is willing to let them go to someone that needs them.
 
a cutoff blade on a die grinder, or if patient, a dremel tool with many cutoff blades. Why not see if the hood can be swapped for one that fits and lines up? If it is IH it is early and pretty rare if nice. JimN
 
If you get 1 side holes lined up then the other side willnot line up on the hood and radiator. I think something crazy happened with this tractor. Looks like it has been turned over. Steering arm has been welded were it mounts to top of transmission, left side rear housing has welds like maybe the left rear wheel was broken off. Engine has been welded at the front end bolt tabs. We had a hard time getting the tank bolts lined up to put the gas tank back on. No brackets or bolt holes on this tractor line up without alot of wiggling. But the old tractor runs great.
