F20 reqr tires

Any local tire shop that deals in agricultural tires should be able to set you up, but you will need to get a firm grip on the tire size.

10-38 is the old tire sizing. Is that what it says on the tire? That would either be an 11.2x38 or 12.4x38 in modern tire size.
 
I have 12.4 x 28 on my F20 which look nice (not too big, not too small). I would think 12.4 is available in 36 diameter.
 
38" tires are certainly possible on an F-20, especially if the original steels were cut down to that size, but the usual factory size was 36". There was also the option of 24" tires, but the rims don't clear the brake drums and the wheels have to be turned out. VERY wide.
The 36" tires were obviously chosen to allow the rims to clear the drums. The original steels were 40", so you get a big change in diameter when going for 36" rims (rim diameter + tire diameter). Ground speeds are faster than original. I never got a chance to do a "scientific" test with an F-20, but I once ran one on 36" in second gear, neck-and-neck with an F-12 in third (about 4 mph). One of the results of using rubber is that a lot less power is wasted, so it was like being able to plow in a higher gear (that is, 4 mph with the same plow that you could pull only at about 3 mph on steel). I've done a lot of work with steel-wheeled tractors, and those lugs waste a lot of power. They won't pull their "rated load" much beyond 3 mph.
