Stuck starter solenoid??? IH 400

Left the key on. Battery died. Will not take a charge. Replaced battery. Attached neg first, then positive. Makes a sizzling sound. When full contact is made, the starter engages, with the key off. Remove the power wire on the back of the ignition switch. Still engages the starter. Is the solenoid stuck? The solenoid switch is only a few months old and has not not seen much use. Is it junk?

Examine small wire and terminal on solenoid to see if it is touching battery cable or if it twisted the terminal when you installed . Then remove the wire and connect battery cable again to see what happens. One has to be very careful of all terminals on solenoid when tightening them so they do not turn as that can cause your problem. Not saying it is the case but have seen it many times. I have seen a few tractors self engage starter when they got damp. One 560 ended up in the grove twice for a guy, wire was very lightly touching and when it rained it engaged starter, which in turn provided ignition through the bypass and tractor went several feet till it bumped into a tree.
 
I thought I was careful enough during the installation to have not created that problem, but I will check it out.
