replace orifice and screen at flow controll, motor still pulls down when controlls in neutral position...... why?
 
It's pretty obvious you've got a blockage somewhere else... Even if someone from here were there, they don't have X-ray vision to tell where the blockage is. Unfortunately you're going to have to tear it apart to find the blockage.
 
Can you get a cylinder to move when you change the lever position? If it does that will take a passage bloackage out of the equation. The next thing would have to be that your regulator is not letting the fluid to bypass the valves. Take the Safety-regulator block off again and make sure nothing is impeeding the movement of the regulator valve.
 
Did you check the valves settings that switch between 2 way and 1 way cylinders? Its in front of the steering wheel, two are under the cowl and one is exposed via a hole in the sheetmetal (if you have three outlets). If these valves are in the "half way" position they will create back pressure and pull down the engine.

I have one (thankfully the exposed one) that turns on its own and I am constantly resetting it to the lock position.
 
With out knowing history of problem it makes it difficut to diagnose. Like previous poster said, make sure the single to double action control levers are turned properly. It is very common for them to have a bent or broken roll pin which is the stop. When this happens valve will turn too far and dump oil circuit feeding the orfice in regulator valve assembly. Also, if pin has been bent or broken previously some one may have turned valve far enough to bend the internal link to the point that even when lined up correctly on the outside it still uncovers land inside valve. Saw this happen a few times over the years.Reason that happens is because they rust tight and when they let go, bang, too far. If tractor has power steering , does it work correctly. Has it been removed. Has some one installed flow divider spool backwards. Is regulator valve piston in correctly and or pin broke off or internal spring broken. Lot of different things that have to be ruled out. Most likely, problem is in the changing from double to single action if you assembled regulator valve body correctly.
