IH 400 starter will not engage.

The starter was rebuilt and works good. One day, I turned the key and all I got was a click at the solenoid. Bought a new solenoid.($32) Still does not work. To start the tractor I have been using a bolt to jump accrossed the post in the starter to the starter solenoid terminal that the positve battery cable attaches to. This is a 4 terminal style solenoid. I found some Bob M diagrams in the archives but I get a "can not display" message. I don't know if the problem is in the wiring or the Ignition switch or the new solenoid.

If you get a click then the problem is a dirty/bad connection in one of the heavy cables. Odds are it's in the short cable/strap that runs from the solenoid to the post on the starter.
 
I put my handy-dandy ohm meter on the post and to the terminal and the nuts on the terminal. Meter went from 1 to zero. That means it is okay, right?

You say it is a four terminal solenoid, that might be a 12 volt unit , are you converted to 12 volt system. If it is 12 volt and you are 6 volt it will not engage the internal disc with enough force to make starter work. It could also be a type of solenoid that requires a ground wire to one of the small terminals. There are many different configurations of these solenoiods (magnetic switches) on the market.
 
12 volt system, with alternator. neg ground, Battery is getting a little short of breath, but will start the tractor when I jump between the terminals with a bolt.

Problem has been solved. I cleaned a few connections and got the starter to engage when I touched the solenoids battery terminal to the small terminal. That verifed that the solenoid was working properly. I then pulled the ign. switch out of the dash and used a pliers to make contact between the ST terminal and the power terminal. Starter did engage. I will need to replace the ignition switch.
