Is This A Governor Problem? Farmall M

I'm starting to think maybe my issues are more with my governor on my M than the carb? I have no doubt the carb needed some tuning, but I think I have it pretty much figured out. But now the problem is that whenever I give it throttle even in Neutral, the rpms fly up, then back down, then back up, and it will do this a few times, and then it will figure itself out and the RPMs will be wherever the throttle is set. Or if I let the clutch out in 4th at half throttle, it will rev way up and take off and fall back to half throttle. Same thing happens if I'm driving in 4th and start going up a hill, the RPMs fly up and it takes off hard for a second, then drops back down to where it should be. Anyone ever have this issue?? I can try to get a video of it tomorrow.
 
Did you remove the carb? If so did you happen to puy the tab from the govenor tube back into the throttle butterfly notch? If you didn"t that could be your problem. You need to lie those two up at the front of the carb.
 

Yes I put a rebuild kit in the carb today, but was sure to line the little keyway up. Made that mistake one time on my H not having it lined up correctly.
 
Was this sort of thing happening before you rebuilt the carburetor? It almost sounds like the throttle shaft or the governor is sticking. I think I would check the throttle shaft and make sure it moves freely in the carburetor through its entire travel, especially if you put a new throttle shaft in it.
 
Before the carb rebuild it would barely run, had no power at all. If you gave it throttle too quick it would just fall on it's face, and it didnt have enough power to pull its own weight in 4th gear. Now it has great power, and throttle response is great, it's just that the RPMs surge a little bit when accelerating for some reason.
 
It still might be something that you did, or maybe I should say failed to do. When you attached the governor tube to the carburetor, you may have put the linkage in a "bind". Try loosening those two screws that hold the tube to the carb and wiggle it around a bit, and then tighten the screws so that the tube is more or less "centered" on the carb. If that little trick doesn't cure it, you will need to dig into the governor, or find another governor that you know is good.
