You have to excuse my ignorance on tractor part terms. I am not the most mechanically "inclined" person, just know the basics. Anyhow, it appears I have oil leaking out of the INSIDE of the lower fan belt pulley. Not a real big leak, but still annoying. Could this just be a seal?

Two possibilities.

It could be leaking down from the fan pulley above. They are oil-lubricated and notoriously leaky, especially if overfilled. There's really nothing to repair up there. If that's the source and it's more than you want to put up with, the only solution is to replace it with one of a similar design or one of the newer ones that runs on sealed bearings.

It could also, and just as likely if not more so, be oil on the crankshaft getting past the seal in the timing cover where the shaft comes out to the pulley. Thr solution for that is more complex The seal in question mounts in the back of the timing cover, and replacement involves splitting the tractor so the pulley and timing cover behind it can be removed.
