When the 3pt hitch lift lever is all the way back (up position) you can hear pressure aginst the engine & there is no hyd pressure at the remotes. Move the lever about 1/2" forward & the pressure on the engine release & the remotes will have about 1900psi at an idle. I asked the CIH service manager what was causing it but he didn't have an answer right off. Something has to be out of adjustment, can anyone help me as to what it may be?

Also, when the engine is shut off you cannot release the hyd pressure on the remotes (lower an implement) even by putting the hyd lever in "float". Any suggestions

There is a complete adjustment procedure on the hitch position control lever, hitch must fully lower when lever is at the offset just entering the action control portion on the quadrant and this adjustment is on the turnbuckle under little cover on right side of rock shaft housing. With full raise of hitch you must be able to lift hitch arms at least another inch by hand so cyl is not fully extended internally and this is set with a little stop behind lever and might just be your only problem. There is a measurement of lift link for full lift but can't remember off the top of my head. Just make sure it doesn't raise too far like I said. As far as remotes not releasing when engine is shut off, you must have check valve assembly on your tractor, were an option, and they require hyd pressure to release. They are to positively hold a load up as a spool type valve used on these tractors will always seep down from a tad to a lot depending on their original fit and wear and tear.

I didn't realise there was such an option available for the 06 series tractors & I have been an IH man since the '50s. Quess you learn something every day. On this 706 the hyd remote outlets come out the side of a rectangular block unlike the remotes on our 806 & 1206 which come straight out from the control valves under the seat Would this be the check valve you are talking about?

I'll check the lift cylinder in the morning & see if it is extending all the way or if it can be raised by hand in the "full up position"

That would be the block I am talking about. They were actually used as far back as the 400 on the hitch and could be (I have done it) installed on the other remote valves on them also. I will say that some times they are a pain in the drain like on loader work and I take the plugs out of the ends, remove the balls and springs. They can be single, double or alternating check valves depending on application.
 
just as there should be an adjustable stop for lowering, there should be an adjustable stop for raising on the top of the quadrant.
hopefully you aren't missing the rail that the stops attatch to. our 1256 was missing that rail and stops and would do the same as you describe at the top.
You may have other adjustments to do now or later, but a quck fix to adjust the upper would be to raise the lever until the system labors the engine, then lower it just past where operation is normal, and set the top stop there. Should go by the book soon as you can though.

Just to add to what Karl said, the adjustable lower stop is to set your depth etc of where you want hitch or implement to lower to when using it. However, like I said the full lower should be just at or with in a quarter of an inch of that offset in quadrant where you start to enter the action (slow or fast) control segment of the quadrant.
 
Thanks for the help Pete & Karl. I pretty familiar with the hitch lever operations on these tractors as I have farmed with IH tractors since the late '50s. Did a lot of plowing with a 656 & 806 back in the '60s & '70s.

My son bought this tractor at an auction this summer to use as an auger tractor & eventually to restore along with our 1206 & 806. In all these years this is the first time I have ever ran into this problem and the lack of hyd pressure at the remotes threw me as it did the service manager at the local CIH dealership. I figured it was just an adjustment as I had already discovered that by moving hitch raise / lower lever a little forward the hyd pressure returned at the remotes and the engine quit laboring.

This is the firast sy 06 series tractor that I have come across that had the check valve on the remotes, and I have owned a few over the years. Servic manager wasn't aware it was an option but he was a former Case mechanic before Tenneco purchase IH. The old IH mechanic at the dealership was out on call when I called in.
