Farmall M Carb/Governor Question

Since replacing the manifold on our M, it has had a problem with galloping/ surging under load. It reacts very abruptly under light load and refuses to hold rpm under heavy load. I noticed that the throttle plate slides back and forth on the throttle shaft. The screws are completely tight. Is this normal? The amount of slide is about 1/16" and with the throttle plate open is in the vertical direction.

NO, that is not normal. The throttle plate in the carburetor ABSOLUTELY SHOULD NOT have any side to side movement in any direction. You may not be able to turn the screws with a screwdriver, but they are still not tight, and if that throttle plate can move a total of 1/16", it is NOT the correct throttle plate.
